Cambodia Project Management Policy: MFAIC Reviews SOPs for Mekong‑Lancang Cooperation Projects

Background

His Excellency KAN Pharidh, Secretary of State at the Ministry of Foreign Affairs and International Cooperation, serves as Project Manager of the Project Management Unit for the Mekong‑Lancang Cooperation Special Fund. On 24 August 2026, the Ministry chaired an inter‑ministerial meeting to review implementation progress of seven projects supported by the 2026 Mekong‑Lancang Cooperation Special Fund.

The meeting focused on operational and governance mechanisms for externally funded projects, with particular attention to the Standard Operating Procedure (SOP) on Project Management and the SOP on Procurement. These SOPs provide a procedural framework intended to standardize project implementation practices, procurement processes, and accountability mechanisms among implementing agencies for Mekong‑Lancang Cooperation projects in Cambodia.

Scope of Application

The procedures discussed at the meeting apply to implementing agencies involved in the seven projects supported by the 2026 Mekong‑Lancang Cooperation Special Fund. The SOP on Project Management targets externally funded project cycles, while the SOP on Procurement addresses procurement planning, tendering, and contractor engagement for those projects.

Key Provisions or Decisions

Meeting participants reviewed project implementation progress and highlighted the need for clear operational requirements and management arrangements across agencies. The agenda emphasized aligning project execution with the SOPs to ensure consistent standards for documentation, financial accountability, and procurement across the seven projects.

Implications for Investors, Businesses, or Compliance

Standardizing project management and procurement through SOPs can affect how contractors, suppliers, and development partners prepare bids and fulfill reporting obligations for Mekong‑Lancang Cooperation projects. Implementing agencies and private-sector partners will need to follow agreed procedures for procurement and project reporting to meet accountability and documentation expectations tied to externally funded activities.
