Background
The Ministry of Environment and the Ministry of Land Management, Urban Planning and Construction jointly prepared draft national guidelines and certification frameworks titled Cambodia’s Guidelines and Certification for Green Buildings (CamGCGB) and a companion low-carbon building certification (CamLCBCC).
On 7 October 2026, the two ministries held a consultative workshop at the Ministry of Environment’s Mok Mareth meeting hall that brought together 133 participants from government agencies, private sector, academia and development partners to review the drafts.
Draft technical compliance standards were prepared to align green building criteria with the Environmental and Natural Resources Code 2023 and the Construction Law 2019.
The documents presented aim to establish national technical guidance, certification procedures, and a joint implementation mechanism for green and low-carbon buildings, while defining roles and responsibilities for the two ministries and other competent authorities.
Scope of Application
The drafts are positioned as national-level technical guidelines and certification frameworks intended to guide design, construction and operational practices for buildings across Cambodia. Key stakeholders involved in the consultation process included central ministry officials, sector specialists, private developers, educational institutions and development partners.
Key Provisions or Decisions
- Presentation and discussion of the CamGCGB (Cambodia’s Guidelines and Certification for Green Buildings) and the CamLCBCC (Cambodia Low-Carbon Building Certification) draft documents prepared by the two ministries.
- Review of a draft technical compliance chapter intended to operationalize conformity assessment and certification procedures for green and low-carbon buildings.
- Agreement to collect participant feedback and for technical working groups from both ministries to revise the drafts based on inputs received.
- Decision to develop a joint implementation mechanism, including a roadmap, capacity-building measures, and clarification of roles and responsibilities for relevant authorities.
Implications for Investors, Businesses, or Compliance
The ministries signalled a process-oriented pathway: gathering stakeholder feedback, refining technical standards, and specifying administrative methods and responsibilities before final adoption. Businesses and project developers engaged in building design and construction should monitor the ministries’ revision process because the forthcoming guidelines and certification procedures will form the basis for standardized technical assessment and voluntary or mandatory certification pathways once formalized.
