Cambodia Environmental Regulation: MOE Reviews EIA for Fuel Storage Infrastructure in Koh Kong

Background

The Ministry of Environment conducted an inter-ministerial review meeting on 6 October 2026 to examine a full Environmental Impact Assessment (EIA) for a proposed fuel storage centre in Koh Kong province. The project under review is a 7,460,000‑litre fuel storage facility sited on approximately 1.5 hectares in Village 2, Sangkat Dongtung, Koh Kong; the project proponent is LIM LONG CO., LTD. and the EIA was prepared by GREEN Assessment CO., LTD.

The Ministry of Environment reviews and decides on Environmental Impact Assessment reports for projects that may affect land, water, or air quality under Cambodia’s environmental governance framework. EIA review processes routinely address legal compliance, technical safety standards, and mitigation measures for risks such as fuel spills and fire hazards.

Scope of Application

The EIA review applies to the full environmental assessment submitted for a petroleum product storage facility with a reported capacity of 7,460,000 litres. The review session brought together representatives from relevant ministries and institutions and 22 technical officers from the Directorate of Environmental Impact Assessment to evaluate legal conformity, technical safety standards, and proposed mitigation measures.

Key Provisions or Decisions

The meeting’s stated purposes were to collect inter-agency comments on the legal framework, evaluate technical safety standards, and examine proposed prevention and response measures for hazards including fuel spills and fire. Participants reviewed the EIA’s descriptions of site layout, containment systems, emergency response arrangements, and measures aimed at protecting local livelihoods and environmental receptors before the Ministry makes a determination on approval.

Implications for Investors, Businesses, or Compliance

Project proponents seeking approval for large fuel storage infrastructure must address EIA findings on legal compliance and demonstrate technical measures for risk reduction to satisfy the Ministry’s review. Investors and operators should expect that the Ministry will require documented mitigation plans and technical evidence that safety and environmental protection standards have been incorporated into project design and operation prior to final endorsement.
