Background
The Ministry of Environment serves as the central authority for evaluating environmental impact assessment (EIA) reports submitted for proposed development projects in Cambodia. The Ministry coordinates technical and legal reviews with relevant ministries and specialized directorates to determine whether EIA reports meet national technical and procedural expectations.
An EIA report for plantation and agricultural investment normally documents potential impacts, proposes mitigation measures, and includes monitoring plans for land, water, and biodiversity. Inter-ministerial review sessions are a governance mechanism used to collect technical and legal comments from sector agencies and specialist directorates before a final EIA determination is made.
Scope of Application
The review covered a full EIA for a proposed plantation and mixed agricultural investment on 7,351.5009 hectares located in Sre Kor, Talat, Kbal Romas and Bbal Romas communes, Sesan district, Stung Treng province. The project proponent is PHOU MADY INVESTMENT GROUP CO., LTD., with the EIA study prepared by the consultant CG SUSTANABLE CO., LTD.
Key Provisions or Decisions
Under the convening of Undersecretary Heng Naret, the inter-ministerial meeting examined the EIA document to collect technical observations and legal perspectives from participating ministries and institutions. Twenty-five technical officers from the Directorate of Environmental Impact Assessment and other specialist units participated in the technical review and provided input on required mitigation measures and compliance items.
Implications for Investors, Businesses, or Compliance
The meeting aimed to ensure the EIA contains comprehensive technical analysis and legally relevant information required by the competent authorities. Project proponents are expected to address the collected technical and legal comments when revising the EIA report to align with the review recommendations and the Ministry’s assessment framework.
