Cambodia Ozone Protection Policy: Ministry of Environment Links Montreal Protocol and Kigali Commitments

Background

The Ministry of Environment marked World Ozone Day 2026 in Siem Reap under the theme “Montreal Protocol celebrations: Global action for a Cooler Planet” to highlight national obligations under international ozone and climate agreements. The Royal Government of Cambodia completed the phase-out of chlorofluorocarbons (CFCs) in 2010.

Cambodia has adopted and is implementing an HCFC management plan and measures aligned with the Kigali Amendment to phase down hydrofluorocarbons (HFCs). The Environmental and Natural Resources Code and the Environmental Sector Strategy 2023–2028 identify air cleanliness as a priority and set national objectives for cleaner, greener, and more sustainable environmental management.

Scope of Application

The event and the referenced policies apply to national and subnational authorities, stakeholders in cooling and refrigeration supply chains, and programmes that manage ozone-depleting substances and high‑global‑warming‑potential refrigerants. International obligations under the Montreal Protocol and its Kigali Amendment frame the scope of regulatory and sectoral planning for chemicals used in refrigeration, air conditioning and foam production.

Key Provisions or Decisions

The Ministry of Environment used World Ozone Day 2026 to reaffirm commitments under the Montreal Protocol and to promote combined action on ozone protection and climate mitigation. The government reports completion of the CFC phase-out (2010) and ongoing implementation of an HCFC management plan and Kigali‑related measures to reduce HFC use; national strategy documents (Environmental and Natural Resources Code; Environmental Sector Strategy 2023–2028) explicitly prioritise air cleanliness among three strategic pillars: cleanliness, greening and sustainability.

Implications for Investors, Businesses, or Compliance

National commitments to phase down ozone-depleting and high‑GWP substances create a regulatory context that is particularly relevant to companies involved in refrigeration, air‑conditioning, refrigerant importation and related manufacturing. Policy direction emphasising HFC reductions together with improved energy efficiency signals long-term demand for low‑GWP refrigerants and sustainable cooling technologies.
