Background
On 12 August 2026 the Ministry of Environment convened technical officials to review a full Environmental Impact Assessment (EIA) report prepared by SAFEGUARD MANAGEMENT AND CONSTRUCTION CO., LTD for MEMOT RUBBER PLANTATION CO., LTD. The project covers a total area of 4,334.7249 hectares and is located in Phum (village), Khum 2 Thnou, Snoul district, Kratie province.
The Ministry of Environment convenes inter-ministerial technical reviews to provide supplementary comments on full EIA reports submitted by project proponents. An EIA review in Cambodia assesses proposed measures to avoid, mitigate and monitor negative impacts on physical resources, biodiversity and socio-economic conditions.
Scope of Application
This review concerns the full EIA for an investment project described as agri-industrial development for rubber planting, other commercial crops and livestock production on the specified land parcel in Kratie province. The meeting included representatives from the Ministry of Environment’s specialised directorates and technical staff from the Department of Environmental Impact Assessment, together with invited officials from related ministries and institutions.
Key Provisions or Decisions
Participants examined the EIA documentation and identified technical points for supplementary comment. The stated objective of the review was to provide comprehensive technical feedback to ensure that proposed mitigation and prevention measures address impacts on natural resources, biodiversity and the local socio-economic environment.
Implications for Investors, Businesses, or Compliance
Project proponents should prepare to respond to technical comments from the Ministry and to submit any required revisions or additional studies as part of the EIA process. Developers operating in agriculture and land development sectors can expect inter-ministerial technical review to be part of the EIA assessment pathway for large land-use projects.
