Background
MOWRAM operates a network of hydrometeorological monitoring and forecasting systems that feed national water-resource management and sectoral planning. Radar Forecasting System 1 has been in operational use by MOWRAM and provided technical experience for planning a modernized Radar Station 2.
The ministry is pursuing technical upgrades and systems integration to centralize radar outputs within a national Data Center for consolidated analysis. The National Water Resources Data Center is intended to consolidate hydrological and meteorological observations to support agriculture, disaster management, aviation, and tourism in Cambodia.
Key Developments
On 13 August 2026, State Secretary Chan Sinat chaired a meeting at MOWRAM headquarters to discuss updating Radar Forecasting System 1 and steps toward interoperability with the National Water Resources Data Center and a proposed Radar Station 2. The meeting included representatives from the Ministry of Economy and Finance, national and international technical teams, and heads of relevant MOWRAM departments.
Institutional Role
MOWRAM described the Data Center as an engineered facility intended to support the collection, preservation, and analysis of water-resource datasets. The ministry framed the Data Center and radar network as components that link operational monitoring with sectoral decision-making across multiple ministries and agencies.
Operational Implications
The planned modernization aims to improve forecast accuracy and to enable automated data sharing between radar stations and the national Data Center. The ministry emphasized preserving historical datasets in the Data Center for national-level comparison and technical analysis to inform flood and drought risk-reduction planning.
