Background
The ASEAN Senior Officials on the Environment function as the technical body that prepares regional environmental policy instruments and draft statements for ministerial consideration within the ASEAN governance framework. ASEAN Senior Officials on the Environment prepare draft regional environmental documents for consideration by ASEAN Environment Ministers.
The 37th meeting produced a set of draft documents intended for submission to ASEAN Environment Ministers, including a joint ASEAN statement on climate change for UNFCCC COP31 and a draft ASEAN environment strategy for 2026–2035. The meeting also advanced drafts addressing biodiversity (for CBD COP17), an ASEAN framework on air quality management, guidance on environmental mediation institutions, nominations of two national parks for the ASEAN Heritage Parks network, and the 2027 workplan and budget for the ASEAN Centre for Biodiversity.
Scope of Application
The agreed drafts are regional-level instruments prepared for review and endorsement by ASEAN Environment Ministers and are intended to guide coordination among the ten ASEAN member states and associated ASEAN institutions. Individual national adoption or implementation of any endorsed document remains subject to each member state’s domestic decision-making and legal procedures.
