Background
The Ministry of Environment held a stakeholder consultation on 31 July 2026 to gather inputs on impacts and adaptation under Article 7 of the Paris Agreement. The workshop on 31 July 2026 was presided over by Under-Secretary of State Pak Sokharavuth and included 55 participants from government departments, technical teams and development partners.
Cambodia submitted its Cambodia Climate Change Strategic Plan 2024–2033 to the UNFCCC in May 2025; the strategy frames national action around three priorities: strengthening adaptation and resilience, promoting greenhouse gas emission reductions, and advancing governance including digital environmental management. The government’s Phase I prioritization identifies five foundational areas—people, roads, water, electricity and technology—as core sectors for building resilience and enabling adaptation planning across administrative levels.
Key Developments
The consultation brought together the Ministry’s leadership, including Under-Secretary of State Pak Sokharavuth, representatives such as Manoj Kumar from the UN Environment Programme, and a technical working group to review impacts, risks and vulnerabilities. Participants were asked to provide inputs on adaptation priorities, obstacles, strategies, policies and specific activities for incorporation into national policy and strategy documents.
Institutional Role
The Ministry of Environment is leading national policy coordination on climate change by preparing strategic documents and facilitating technical dialogue at subnational and national levels. The Ministry also continues to promote public-facing environmental campaigns and sectoral initiatives that align behavioural change with broader adaptation and resilience objectives.
