Cambodia Environmental Regulation: EIA Review Process for 150 MW Wind Power Infrastructure in Mondulkiri

Background

The Ministry of Environment administers the Environmental Impact Assessment (EIA) review process for major development projects in Cambodia and coordinates technical input from other ministries and agencies. On 8 July 2026, Secretary of State Heng Narath led an inter-ministerial meeting to review the full EIA for a 150 megawatt wind power project proposed in Laoka village, Romnea commune, Senmonorom city, Mondulkiri province; the study was prepared by K2A Management Co., Ltd. for HUADIAN Mondulkiri Wind Power Co., Ltd.

EIA submissions are evaluated for their technical analyses, legal compliance and proposed mitigation measures by the ministry’s specialised units and invited technical officers. The meeting assembled 33 technical officers and representatives from related ministries and agencies to collect technical comments and legal perspectives on mitigation measures and monitoring arrangements.

Scope of Application

This review specifically covers the full Environmental Impact Assessment report for the HUADIAN Mondulkiri Wind Power Co., Ltd. proposal to construct and operate a 150 MW wind-generated electricity plant in Mondulkiri province. The ministry-led review process addresses the EIA document’s assessment of environmental impacts, proposed mitigation and monitoring measures, and the adequacy of technical studies submitted by the project consultant.

Key Provisions or Decisions

The inter-ministerial meeting was convened to gather technical inputs, legal comments and recommendations that will inform the Ministry of Environment’s formal assessment of the EIA report. Participants reviewed the draft mitigation measures and raised sector-specific technical questions to be addressed by the project proponent and consultant prior to any formal determination by the ministry.

Implications for Investors, Businesses, or Compliance

Investors pursuing large-scale energy infrastructure projects in Cambodia should expect multi-agency technical review of EIA submissions and must be prepared to respond to detailed technical and legal comments. Project proponents are required to demonstrate feasible mitigation and monitoring arrangements in the EIA to satisfy the ministry’s compliance expectations before the dossier proceeds to a formal regulatory decision.
