Background
The National Adaptation Plan (NAP) establishes sectoral priorities across human health, transport (roads), water resources, energy, and technology to guide climate adaptation actions.
NAP Phase I covered a three-year implementation period and created seven subnational project steering committees to oversee local delivery of adaptation activities. The Ministry of Environment led the Phase I implementation with support from the Green Climate Fund (GCF) and UNOPS and reported national-level outputs including climate assessment reports, university MoUs, a community risk and vulnerability assessment methodology (CRVA), and an Online NAP Information Portal.

The Ministry acknowledged financial support provided by the Green Climate Fund and implementation support from UNOPS.
