Background
The Ministry of Environment enforces environmental procedures for extractive activities and can require operators to secure financial instruments to fund rehabilitation of mining sites. The Ministry of Environment requires mining operators to hold financial guarantees to fund site rehabilitation and ensure compliance with environmental procedures.
On 10 June 2026 a Ministry of Environment inspection team visited the Rong Cheng Industrial Investment site in Me Sam commune, Keo Seima district, Mondulkiri and collected one water sample and two soil samples for laboratory analysis. The site visit found that the company had not been operating after its mining license lapsed in March 2026 and that the firm is seeking renewal of its mining license.
Scope of Application
The Ministry’s directives apply to the mining concession operated by Rong Cheng Industrial Investment (Cambodia) Co., Ltd. in Me Sam commune, and more broadly to extractive and related industrial activities subject to Cambodia’s environmental impact assessment and rehabilitation requirements. The measures referenced concern environmental management of solid and liquid waste, preparation of a restoration plan, and the deposit of a financial guarantee tied to site rehabilitation and closure conditions.
Key Provisions or Decisions
The Ministry required the company to: properly manage solid and liquid residues to avoid environmental impacts; prepare a formal environmental restoration plan consistent with the environmental impact assessment; and deposit a financial guarantee to secure implementation of rehabilitation measures prior to completion or resumption of operations. During the inspection, environmental samples (one water, two soil) were taken to inform the technical assessment for restoration needs.
Implications for Investors, Businesses, or Compliance
Mining companies operating in Cambodia must maintain valid authorisations and be prepared for on-site inspections that can trigger technical sampling and administrative conditions for license renewal. Firms should factor the cost and timing of depositable financial guarantees and site-restoration planning into project schedules and compliance budgets to reduce regulatory delay when seeking licence reinstatement or renewal.
