Background
The Ministry of Environment’s Department of Policy and Strategy coordinates national efforts to develop measurement, reporting, and verification (MRV) arrangements for greenhouse gas emissions in Cambodia’s waste sector.
Cambodia’s third Nationally Determined Contribution (NDC 3.0) includes mitigation measures in the waste sector such as landfill gas recovery, biogas development, recycling initiatives, and improved solid and liquid waste management.
Under the Enhanced Transparency Framework (ETF) Article 13, the UNFCCC has called on Parties to strengthen MRV systems to ensure climate actions are reported with clarity and confidence.
Scope of Application
The MRV focus discussed at the workshop applies to national-level accounting and reporting of greenhouse gas emissions from municipal and industrial waste streams, including solid and liquid wastes. Key stakeholders involved in MRV development include relevant government agencies, municipal waste managers, private waste operators, development partners, and civil society actors that participate in emissions data collection and management.
Key Provisions or Decisions
On 26 May 2026, the Ministry hosted a workshop to present and validate outputs from the ICAT Phase 3 project related to MRV design for the waste sector. The event was presided over by Ok Navan, Deputy Director General of the Department of Policy and Strategy, and included participation from Oleg Bulanyi (ICAT senior programme manager), Buddika Hemashantha (ClimatSI), and representatives from government ministries, development partners, the private sector, and civil society. Workshop objectives were to demonstrate ICAT results, solicit technical inputs for MRV refinement, and identify measures to support long-term sustainability of MRV arrangements for waste emissions.
Implications for Investors, Businesses, or Compliance
Strengthened MRV frameworks for the waste sector are likely to increase demand for systematic emissions data from waste management operators and municipal service providers, supporting more consistent national reporting under the ETF. Clearer MRV procedures can also inform investment decisions in waste infrastructure by clarifying reporting expectations and measurable mitigation outcomes tied to landfill gas recovery, biogas projects, and recycling initiatives.
