Cambodia Environmental Regulation: EIA Review Process for Industrial Metalworks Projects

Background

The Ministry of Environment convenes inter-ministry review meetings to examine full Environmental Impact Assessment (EIA) reports for industrial development projects. Full EIA reports are required to analyze potential physical, biological and socio-economic impacts and to propose mitigation measures to limit adverse effects.

On 25 May 2026 the Deputy Secretary of State of the Ministry of Environment chaired an inter-ministry meeting to review and provide technical comments on a full EIA for a proposed metal products manufacturing plant. The project proponent is ETERNAL DRAGON CO., LTD., and the EIA study was prepared by W2P ENVIRONMENT CO., LTD.; the project site occupies 35,177 square metres in Kampong Speu province (ភូមិបន្លាស្អិត ឃុំរលាំងចក ស្រុកសំរោងទង). Twenty-eight representatives from relevant ministries and institutional technical units attended the review session to collect and consolidate technical inputs.

Scope of Application

The EIA under review applies to the proposed factory for manufacturing metal products (drawers, cabinets and similar items) to be constructed on the specified 35,177 m² site in Kampong Speu. The inter-ministry review targeted technical completeness and additional elements needed for the full EIA to meet the Ministry of Environment’s assessment standards and legal requirements for project-level environmental review.

Key Provisions or Decisions

Meeting participants focused on collecting technical comments and identifying additional data requirements to increase the rigor and comprehensiveness of the EIA report. The group required the project owner to define and commit to mitigation and prevention measures addressing impacts on physical resources, biodiversity and socio-economic conditions as part of the EIA documentation.

Implications for Investors, Businesses, or Compliance

Investors and project proponents preparing full EIAs should expect multi-agency technical scrutiny and formal consolidation of comments during the Ministry-led review process. Companies are required to incorporate technical inputs and to document proposed mitigation measures for impacts on natural resources, biodiversity and local communities as part of compliance with Cambodia’s environmental assessment process.
