Cambodia Environmental Regulation: EIA Review of 100-hectare Stone Project in Kratie

Background

The Ministry of Environment conducts inter-ministerial technical reviews to assess full Environmental Impact Assessments (EIAs) for projects that may affect physical, biological, and socio-economic resources. The review meeting was led by Secretary of State Tea Jub to examine and provide technical comments on a full EIA for a 100-hectare stone business project located in Srae Sbov village, Kbal Damrei commune, Ou Krieng Saen Chey district, Kratie province.

The EIA for the project was prepared by ENVIRONMENT& LIFE (CAMBODIA) CO., LTD and the project proponent is Hang Huy Import Co., Ltd. Twenty-five technical officers from the department responsible for environmental impact assessment participated alongside representatives from related ministries and agencies to strengthen the report and recommend mitigation measures.

Scope of Application

The review relates to Cambodia’s procedural oversight of environmental assessments for extractive and large-scale land-use projects that require a full EIA under the national environmental management framework. Inter-ministerial technical reviews are used to test the completeness of impact analysis, the adequacy of proposed mitigation, and alignment with national requirements for sustainable development and legal compliance.

Key Provisions or Decisions

Participants focused on providing additional technical comments to make the submitted EIA more comprehensive and actionable. The recommended content areas included strengthened mitigation and prevention measures addressing physical resources (such as land and water), biological resources, and socio-economic impacts, together with monitoring and management provisions to reduce adverse effects.

Implications for Investors, Businesses, or Compliance

Project proponents should incorporate inter-ministerial technical comments into the EIA and be prepared to document mitigation, monitoring, and management measures as part of regulatory review. Firms seeking permits for extractive projects in Cambodia can expect the Ministry-led review process to scrutinize environmental, biodiversity, and social mitigation planning before final clearance steps progress.
