Background
On 21 May 2026 the Ministry of Environment convened an inter-ministerial meeting led by Undersecretary of State Chea Sina to review the full Environmental Impact Assessment (EIA) for a 105-hectare sand-mining project by C MINERAL EXPLOITATION PROCESSING IMPORT EXPORT CO., LTD located in Koh Sdach commune, Kirisakor district, Koh Kong province.
The EIA report identified potential impacts on physical resources, biodiversity, and socio-economic conditions and proposes mitigation measures aimed at reducing and preventing those impacts.
Scope of Application
The review covered the full EIA submitted for a commercial sand-mining project on a 105-hectare site in Koh Kong province. Participants included representatives from relevant general directorates of the Ministry of Environment, the Ministry of Mines and Energy, the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Public Works and Transport, the Ministry of Water Resources and Meteorology, the Ministry of Economy and Finance, Koh Kong provincial administration, Koh Kong Provincial Department of Environment, and the Department of Environmental Impact Assessment.
Key Provisions or Decisions
Participants were invited to provide technical comments to supplement the EIA report. The stated objective of the review was to ensure the EIA incorporates concrete mitigation and prevention measures for impacts on natural resources, biodiversity and local socio-economic conditions and to verify alignment with applicable environmental rules and procedures.
Implications for Investors, Businesses, or Compliance
Project proponents should incorporate technical inputs from sectoral ministries and provincial authorities into the EIA to demonstrate proposed mitigation measures and to satisfy procedural requirements for environmental assessment. Businesses planning extractive or coastal resource projects in Cambodia should expect coordinated technical review by environment and sector ministries as part of the EIA process.
