Cambodia Carbon Market Regulation: Article 6 Operational Measures and the Carbon Crediting Secretariat

Background

The Carbon Crediting Secretariat (CCS) functions as the National Designated Authority for Article 6 carbon market activities and coordinates project appraisal, reporting, and national registry oversight in Cambodia. The Secretariat reviews proposed carbon-crediting projects for alignment with Cambodia’s Nationally Determined Contribution and applicable international accounting standards.

On 15 May 2026 the Ministry of Environment, in cooperation with Conservation International, convened a workshop to explain Cambodia’s Article 6 operational measures and to discuss institutional arrangements for a domestic carbon market. The workshop sought to increase stakeholder understanding of project development procedures, national registry creation, and steps to mobilize private-sector participation and carbon finance flows.

Scope of Application

The operational measures described by the Ministry are aimed at ministries, national institutions, development partners, private-sector developers, and investors involved in carbon-crediting projects under Article 6.2 of the Paris Agreement. The measures cover project eligibility, authorization processes, and the establishment and management of a national carbon registry to record emissions reductions and transactions.

Key Provisions or Decisions

The guidance emphasises four practical priorities identified in the workshop: 1) clarifying the operational handbook for Article 6 implementation in Cambodia; 2) preparing the country to participate in international carbon markets, including steps toward a national registry; 3) identifying opportunities and constraints for implementing Article 6 measures; and 4) defining next steps for capacity building, institutional strengthening, and stakeholder engagement. The materials presented also aim to support project identification that is eligible for cooperation under Article 6.2 and to increase private-sector engagement in carbon finance.

Implications for Investors, Businesses, or Compliance

Project developers and investors can expect clearer procedural guidance for project submission, review, and authorization through the CCS, which will be responsible for advising and reporting on carbon-market activities. Entities participating in carbon projects will need to ensure alignment with Cambodia’s NDC and accepted international accounting practices as part of the review and registry processes. The Ministry identified continued capacity building and institutional strengthening as prerequisites for making the system accessible and credible to market participants.
