Cambodia Environmental Regulation: Enforcement Action in Prey Lang Wildlife Sanctuary

Background

Cambodia’s protected areas are governed through a legal framework that restricts forest clearing, land encroachment, and other activities that damage natural resources inside conservation zones. Wildlife sanctuaries are part of Cambodia’s protected-area system and are intended to conserve biodiversity, forest cover, and ecosystem functions under state management.

Illegal clearing of forest land inside protected areas is treated as a natural resource offense and may be handled through administrative inspection, case-file preparation, and court referral. Park rangers under the Ministry of Environment play an operational role in patrolling conservation areas, detecting suspected violations, and transferring cases for legal proceedings under the Environmental and Natural Resources Code and related laws.

Scope of Application

The reported case concerns alleged illegal forest clearing and land encroachment within Prey Lang Wildlife Sanctuary in Kratie province. According to the Ministry of Environment, the offense took place in a protected natural area under conservation management.

The ministry stated that the suspect was accused under Article 851, point C, of the Environmental and Natural Resources Code for clearing and encroaching on forest land in order to claim ownership.

Key Provisions or Decisions

According to the official account, Kratie provincial environment officials and park rangers inspected the area and detained one male suspect during patrol operations against natural resource offenses. The suspect, identified as Saem Chhay, was reportedly arrested on 7 April in Boeng Char village, Sambour district, Kratie province.

The Ministry of Environment said the suspect was found after allegedly committing illegal logging and forest clearing in the protected area of Prey Lang Wildlife Sanctuary. Authorities stated that a legal case file was prepared and sent to the Kratie Provincial Court, and that the suspect was placed in prison on 9 April 2026.

The ministry also stated that environmental officials would continue law enforcement efforts against illegal forest encroachment and land appropriation in protected natural areas.

Implications for Investors, Businesses, or Compliance

The case indicates continued enforcement against land clearing and occupation inside Cambodia’s protected areas. Businesses, land claimants, and local operators face legal risk if activities affect land located within conservation boundaries without lawful authorization.

For compliance purposes, projects involving land use, agriculture, resource extraction, or site preparation require careful verification of protected-area status and applicable environmental restrictions before any clearing activity begins.
