Cambodia Education and Trade Cooperation Policy: Six Bilateral MoUs Signed with Vietnam (2026–2030)

Background

The Royal Government of Cambodia and the Government of the Socialist Republic of Vietnam formalised six memoranda of understanding (MoUs) in Phnom Penh on 9 October 2026, covering education, drug treatment, information-technology security, and trade coordination. On 9 October 2026, the governments of Cambodia and Vietnam signed six memoranda of understanding in Phnom Penh covering education, drug treatment, IT security, and trade cooperation.

One MoU establishes a bilateral education cooperation framework for 2026–2030 between the two governments. One memorandum concerns cooperation to construct a national drug treatment and legal rehabilitation centre in Svay Rieng province.

Scope of Application

The six memoranda apply at the intergovernmental level and are between the Royal Government of Cambodia and the Government of the Socialist Republic of Vietnam. Relevant Cambodian signatories identified in the announcement include the Ministry of Education, Youth and Sport and the national authority responsible for drug control; Vietnamese counterparts include the Ministry of Public Security and the Office of the Prime Minister of Vietnam. The agreements cover sectoral cooperation mechanisms and do not, in themselves, create domestic legislation.

Key Provisions or Decisions

The announcement lists six distinct MoUs signed under the high-level visit of the Vietnamese prime minister. The signed documents are described as follows:

  1. An MoU between Cambodia’s national drug-control authority and Vietnam’s Ministry of Public Security on cooperation to construct a national drug treatment and legal rehabilitation centre in Svay Rieng.
  2. A bilateral agreement on cooperation in the education sector for the period 2026–2030 between the two governments.
  3. An MoU on conservation and promotion of Cambodia–Vietnam friendship stupas and related heritage cooperation within Cambodia.
  4. An MoU on security cooperation between Cambodia’s National Centre for Information Technology and Vietnam’s Ministry of Public Security concerning information-technology security collaboration.
  5. An MoU to establish a mixed commercial committee between the Royal Government of Cambodia and the Government of the Socialist Republic of Vietnam.
  6. An MoU on measures to coordinate and promote bilateral trade between the two governments.

Implications for Investors, Businesses, or Compliance

The trade-related memoranda create formal intergovernmental platforms for trade policy dialogue and commercial coordination through a mixed commercial committee and a bilateral trade-promotion mechanism. Businesses and trade practitioners can expect these instruments to serve as official references for intergovernmental consultations, although the MoUs do not, by themselves, change domestic regulatory requirements or tariff regimes.
