Background
The Ministry of Education, Youth and Sport (MoEYS) is the national authority responsible for setting curricula, accrediting teacher training, and coordinating international education partnerships in Cambodia.
The Organisation internationale de la Francophonie (OIF) provides technical assistance and capacity-building programs to support francophone language instruction and related educational resources in partner countries.
On the morning of 5 August 2026 in Paris, Ambassador Luy David signed a five-year action plan on behalf of H.E. Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of Education, Youth and Sport, together with Désiré Nyaruhirira, special advisor to the OIF Secretary-General and regional representative for Asia-Pacific. The signed program formalises cooperation between MoEYS and OIF to promote French language instruction and to strengthen the quality of French-language teaching and learning in Cambodia.

The action plan outlines six priority activities: (1) a review of French-language curricula for bilingual French–Khmer streams, first- and second-language French, and science subjects taught in French; (2) preparation and revision of core French-language textbooks for the same streams and subject combinations; (3) teacher capacity development in French and in science-in-French pedagogy to support use of revised textbooks; (4) OIF-run French language training sessions for Cambodian teachers; (5) a package of capacity-building measures targeting MoEYS technical staff; and (6) deployment of volunteer French-language teachers to Cambodia.
Institutional Role
Under the plan, MoEYS is positioned to lead curriculum review and textbook adoption processes while coordinating national implementation across schools and teacher training institutes. The OIF is identified as a technical partner tasked with delivering training workshops, facilitating textbook development, and providing volunteer teaching resources for francophone instruction.
Operational Implications
The five-year timeframe of the action plan frames a medium-term programme of curriculum revisions, textbook production, teacher upskilling, and targeted capacity-building for MoEYS staff. Schools and teacher trainers engaged in bilingual French–Khmer streams are the primary operational units likely to receive revised instructional materials and professional development under the agreement.
