Cambodia Higher Education Quality Policy: MoEYS Seeks National Standards Alignment with AUN-QA

Background

The Ministry of Education, Youth and Sport (MoEYS) coordinates national higher education policy and supervises quality assurance mechanisms for tertiary education in Cambodia. The Accreditation Committee of Cambodia (ACC) serves as the national authority responsible for recognition and quality assurance of higher education institutions and academic programs.

The national consultation workshop held on 9 July 2026 sought inputs to update Cambodia’s institutional-level and program-level quality standards so they become operationally consistent with the ASEAN University Network-Quality Assurance (AUN-QA) benchmarks. The stated aims include improving comparability for degree recognition, facilitating credit transfer and mobility of students and staff across ASEAN, and supporting the responsiveness of higher education to labour-market needs and rapid advances in artificial intelligence.

Scope of Application

Stakeholders identified for the standards review include public and private higher education institutions, national accreditation bodies, university governing councils, and higher education associations. Proposed standards target institutional governance, program design and learning outcomes, quality assurance procedures, and mechanisms for external review and mutual recognition.

Key Provisions or Decisions

Participants were invited to provide technical inputs for revising national quality benchmarks at both the institutional and program levels. The revision process is framed around alignment with AUN-QA criteria to promote interoperability of Cambodian QA frameworks with regional practices. Workshop discussions emphasised updating assessment rubrics, clarifying documentation requirements for accreditation, and strengthening linkages between QA outcomes and employability indicators.

Implications for Compliance and Institutional Practice

If the revised national standards are adopted, higher education institutions may need to revise curriculum design, evidence packages, QA manuals and internal review cycles to demonstrate conformity with the updated benchmarks. National accreditation and recognition processes could require updated submission formats and new performance indicators tied to program learning outcomes and quality assurance capacity.
