Background
The Ministry of Education, Youth and Sport (MoEYS) has deployed the CoolThink@JC computational thinking curriculum in primary schools through its Department of Digital Literacy to strengthen digital skills and problem-solving at the foundational level. Ms. Winnie Ying led a Hong Kong Jockey Club Charities Trust delegation on 5 June 2026 to observe classroom delivery of CoolThink@JC at a primary school in Phnom Penh (សាលាបឋមសិក្សាឯកភាព).
An MoU signed in June 2025 formalised strategic cooperation to promote digital education activities in Cambodia, including translation and adaptation of the CoolThink@JC core curriculum into three levels and preparation of student textbooks and teacher guides. The implementation package also includes teacher training modules aimed at building technical skills and new pedagogical methods for primary-school instructors.
Key Developments
During the 5 June 2026 visit the delegation observed student activities based on coding, game design, animation and storytelling and publicly commended the visible development of students’ creativity and problem-solving skills. MoEYS highlighted the program as part of efforts to reduce the digital divide by bringing higher-level technology education into public primary schools, including targeted support for rural schools.
Institutional Role
The Department of Digital Literacy within MoEYS is responsible for curriculum adaptation, producing teacher guidance materials and coordinating teacher training for CoolThink@JC at the primary level. The Hong Kong Jockey Club Charities Trust provides program content and implementation support under the MoU framework signed in June 2025.
Operational Implications
Schools adopting CoolThink@JC will receive translated core materials across three levels and accompanying teacher guides, and are expected to access teacher-training modules developed under the programme. The programme’s operational focus emphasises classroom-ready learning sequences in computational thinking and practical exercises such as game design and animation.
