Background
The Ministry of Education, Youth and Sport (MoEYS) is responsible for national teacher education policy, including pre-service training, continuous professional development (CPD), and classroom learning standards for primary education.
MoEYS reported that the HRCPD and CPDMIS systems had a combined 99,184 registered users as of March 2026, reflecting digital registration of in-service teacher participation and personnel records under ongoing reform efforts. The GPE5/STEPCamII program is a multi-component initiative administered by MoEYS with development partners to coordinate curriculum review, CPD rollout, classroom interventions, and foundational EdTech planning across target provinces.

- Pre-service and curriculum: Implementation of a BA+1 pre-service training program included training 128 master trainers to prepare teaching for 5,180 scholarship students; review of the 12+4 teacher education curriculum was completed and a strategic plan for teacher education reform was published alongside related documents (figures reported by MoEYS).

- EdTech and AI readiness: MoEYS completed an assessment of ICT and AI readiness among teachers and leaders, formally adopted a national ICT & AI competency framework for teachers in December 2025, and prepared documentation to establish a National EdTech Innovation Hub.
Institutional Role
The leadership meeting for GPE5/STEPCamII was chaired by State Secretary and Project Director Dr. Nat Bunroeun and included 44 participants (10 women) from MoEYS leadership, provincial teacher training institutes, the Ministry of Economy and Finance, UNESCO Phnom Penh, UNICEF, JICA and the STEPCamII core team. Development partners participated alongside MoEYS to align technical assistance, funding coordination, and monitoring of program outputs.
