Background
On 23 May 2026 the Ministry of Education, Youth and Sport (MoEYS) publicly announced formal implementation of the FutureFit for Outcome-Based Education (FEF-for-OBE) framework for higher education in Cambodia, with participation from World Bank education officials and academic contributors from the University of Putra Malaysia.
The FEF-for-OBE framework provides a comprehensive system for designing and implementing higher-education curricula to produce graduates with specified competencies, including entrepreneurial mindset, systems thinking, resilience, 21st-century skills and lifelong learning. The framework also contains curriculum guidance, competency profiles, program handbooks and recommended assessment strategies to align course content with defined learning outcomes.
MoEYS presented the framework against a decade of public-investment projects in higher education, including HEQCIP, HEIP and HEIP2, and highlighted prior outcomes such as curriculum modernization, increased academic qualifications among faculty, strengthened research linkages with industry and the rollout of internal quality-assurance systems at higher-education institutions.
Scope of Application
The framework applies to higher-education programs and institutions involved in Cambodia’s tertiary sector, including participating public and private universities and colleges. It is intended to guide curriculum design, teaching methods and assessment practices across undergraduate and related higher-education programs as part of national efforts to align programs with labor-market needs and regional quality standards.
Key Provisions or Decisions
- Establishment of comprehensive competency profiles and graduate attributes focusing on entrepreneurship, systems thinking, resilience, 21st-century skills and lifelong learning.
- Provision of curriculum-design guidance, program handbooks and sample implementation pathways for outcome-based education at the program level.
- Recommendations for teaching and learning methods that emphasize innovation and applied learning linked to employer needs.
- Selection of assessment approaches aligned to program-level learning outcomes, including guidance on multi-dimensional evaluation of student outcomes.
- Integration with existing internal quality-assurance systems and institutional governance reforms that have been promoted under recent public-investment projects.
Implications for Investors, Businesses, or Compliance
Higher-education institutions are expected to revise curricula, adopt the framework’s competency profiles and strengthen internal quality-assurance mechanisms in order to align programs with the framework’s guidance. The framework identifies opportunities for partnerships between institutions and industry through curriculum modernization and applied research linkages that were prioritized under previous HEQCIP and HEIP investments. Implementation also underscores the need for continued capacity-building for academic staff and improvements to learning infrastructure to support the recommended pedagogies and assessments.
