Background
The Ministry of Education, Youth and Sport (MoEYS) functions as the central agency responsible for designing national education policy and coordinating the implementation of externally financed education projects in Cambodia. The Ministry led an 8th Implementation Support Mission (ISM) wrap-up meeting on 13 May 2026 to assess progress under the General Education Improvement Project (GEIP) and the GEIP Additional Financing (GEIP-AF).
The GEIP program includes system-level interventions such as School-Based Management, teacher continuous professional development (CPD), classroom and laboratory construction, and expansion of targeted financing under GEIP-AF. Under the GEIP framework, School-Based Management requires schools to implement defined school standards and to use targeted school support grant packages to meet priority needs.
Key Developments
On 13 May 2026 in Phnom Penh, Deputy Prime Minister and Minister of Education, Youth and Sport Hang Chuon Naron chaired a wrap-up meeting for the World Bank’s 8th ISM on GEIP and GEIP-AF. Participants included MoEYS leadership, World Bank representatives, the Faculty of Education at RUPP, Ministry of Economy and Finance delegates, and relevant department officials.
- MoEYS presented project implementation progress for GEIP and GEIP-AF and received feedback from the World Bank ISM team.
- Senior leadership issued a set of recommendations to strengthen monthly monitoring, introduce a monthly dashboard, and improve project performance evaluation mechanisms.
- The ISM, which began in late 2025, has prioritized four operational areas: School-Based Management (SBM), teacher CPD (with emphasis on STEM), construction of classrooms and laboratories, and implementation of GEIP-AF funding to expand coverage and quality.
Institutional Role
The World Bank provides implementation support missions that review progress, advise on operational bottlenecks, and coordinate technical assistance with MoEYS and finance authorities. MoEYS is responsible for translating ISM recommendations into operational actions at national and subnational levels, including issuing guidance to departments and schools and overseeing data-driven monitoring.
Implications for Schools and Teachers
Meeting recommendations directly target operational practices at school level and teacher development. Key directives include monthly progress meetings, issuance of a monthly dashboard to guide priorities, strengthening performance evaluation for project teams, producing teacher guidance and methodology books for distribution to target schools, prioritizing CPD in STEM subjects, and improving school-level data management. The leadership also recommended recognition for high-performing schools and formal notices to schools that fail to implement project activities.
