Background

In Svay Rieng province, support for science instruction at a provincial teacher training institution creates a channel for transferring teaching methods from teacher trainers to primary school classrooms. The cooperation described by MoEYS links provincial teacher trainers, Grade 5 teachers, and selected primary schools through a structured training and materials plan.
Key Developments
On May 6, 2026, Professor Sakakibara Yasushi, a board member of the CIESF Foundation, led a working visit to the Svay Rieng Provincial Teacher Training and Upgrading School. MoEYS said the visit focused on strengthening cooperation in science education.
According to MoEYS, CIESF will continue supporting materials and teaching methods for science teacher trainers. The foundation received budget approval for two continuing projects: EXPO’70 FUND and Kusanone.
Operational Implications
The EXPO’70 FUND project is planned for implementation over three years. Its stated activities include technical training for science teacher trainers on the Grade 5 science teacher guide, supplementary training for 25 Grade 5 teachers in 14 target primary schools in Svay Rieng City, and printing teacher guides for distribution to all target primary schools.
Training activities are planned to begin from July 2026. MoEYS stated that the main objective is for the Svay Rieng Provincial Teacher Training and Upgrading School to become a provincial center of excellence for science subjects and to encourage teacher trainers to increase action research for digital-era education needs.
Institutional Role
The cooperation places the provincial teacher training institution at the center of implementation rather than limiting support to central-level activities. For education governance, that structure matters because provincial teacher trainers can provide repeated technical support to classroom teachers after initial training is completed.
