Background
On 20 March 2026 in Phnom Penh, the Secondary Education for Human Capital Development (SE4HC) project convened a kick-off meeting for the Asian Development Bank (ADB) implementation support mission. The meeting was presided over by H.E. Thong Borann, Secretary of State and Deputy Project Director, with participation from representatives of the Ministry of Economy and Finance, project leadership, and implementation officials, both in person at the Chao Ponhea Hok Building of the Ministry of Education, Youth and Sport (MoEYS) and online via Zoom.
The SE4HC project is financed under ADB Loan No. 4517 with a total value of USD 83.92 million, comprising USD 80 million from ADB and USD 3.92 million in government counterpart funding. The project focuses on strengthening secondary education and skills to respond to Cambodia’s economic and social development needs.
Scope of Application
The SE4HC project is being implemented from 6 March 2025 to 31 December 2030 and covers 259 target upper secondary schools. As of March 2026, 16% of the total 2,307-day implementation period has elapsed.
The project’s intended overall impact is to develop high-quality human capital to support the growth of a knowledge-based society in Cambodia. Its outcome is to improve the efficiency and gender inclusiveness of the lower and upper secondary education system.
Key Provisions or Decisions
The ADB implementation support mission is scheduled from 20 to 27 March 2026. During this period, ADB and government counterparts will review and discuss:
- Progress in implementation against four defined results areas (Results 1 to 4)
- Financial implementation and management of project resources
- Procurement processes (tendering and related procedures)
- Gender integration and inclusiveness within project activities
- Social safeguards and safety measures
- Monitoring, follow-up, and evaluation arrangements
The project defines four key result areas:
- Improved access to quality lower and upper secondary education
- Improved quality of secondary education aligned with 21st-century skills
- Improved quality of secondary education assessment
- Strengthened post-secondary education pathways
