Cambodia Secured Transactions Regulation: Ministry of Commerce Trains Stakeholders on SETFO Registry

Background

The Law on Secured Transactions (2007) establishes a legal framework for creating, registering and enforcing security interests over movable property in Cambodia. SETFO is an online notice-filing system accessible at https://setfo.moc.gov.kh for submission and public filing of secured-transaction notices.

On 18 September 2026 the Ministry of Commerce held a training session at Novotel in Sihanoukville that covered the 2007 law and practical use of SETFO 2.0; the session was chaired by ឯកឧត្តម បួន សារៈមុនី រដ្ឋលេខាធិការ and attended by representatives from commercial banks, microfinance institutions, pawnshops, law offices and court registries. The event was organised in cooperation with the Techo New Business Training Centre of the Ministry of Economy and Finance to raise awareness of legal procedures and the registry interface.

The secured-transactions framework applies to security interests in movable assets and sets procedures for public notice, priority and enforcement mechanisms under Cambodian law. The SETFO registry functions as the operational mechanism through which creditors and registrants submit notices that are intended to provide public record of secured interests.
