Background
The Ministry of Commerce conducts outreach with exporters to advance digital trade services and to encourage compliance with trade-related regulations and standards. Electronic Certificates of Origin (e-Certificates of Origin) are electronic documents used to verify the country of origin for exported goods and to support trade facilitation.
International market access for Cambodia’s garment exporters is affected by conformance with labour regulations and international environmental and production standards, which influence competitiveness and reputation in import markets. The Ministry frames digital origin certification and compliance promotion as tools to increase transparency, reduce the risk of origin fraud, and align exporters with preferential and non-preferential rules of origin.
Institutional Role
On 8 September 2026 Her Excellency Cham Nimul, Minister of Commerce, led a delegation of senior officials and technical staff on an official visit to XO TEX Industrial Co., Ltd. The company hosted the delegation together with Adidas sourcing leadership, represented by Ms. Emily Sun Joo Kaisen, and XO TEX President Ching Kelvin. Discussions covered purchase orders, export activities, operational challenges, and future development plans.
During the visit the Minister praised XO TEX for investments in environmentally conscious infrastructure, energy efficiency, modern manufacturing practices, and worker welfare. The Minister also briefed company leaders on the Ministry’s rollout of electronic Certificates of Origin and encouraged continued investment in technology, workforce skills, productivity enhancement, and compliance with applicable laws and international standards.
Operational Implications
The Ministry’s promotion of e-Certificates of Origin signifies a move toward electronic public-service delivery for export documentation and trade facilitation. Exporters and supply-chain partners engaging in international trade will need to align documentation and verification processes with electronic origin systems and with the labour and environmental standards that underpin market access and buyer requirements.
