Background
On 9 January 2023, at the Ministry of Commerce in Phnom Penh, the Minister of Commerce, Pan Sorasak, and the Australian Ambassador to Cambodia, Pablo Kang, jointly announced the official launch of two key market information research documents and the development of a Single Digital Platform to support trade and investment. The event was attended by representatives from the Australian Embassy, the CAP RED Facility, senior officials of the Ministry of Commerce, representatives of relevant ministries and institutions, and private sector participants.
The initiative is supported by Australian cooperation and aims to provide Cambodian businesses and exporters with structured market information and digital tools to better utilise Cambodia’s free trade agreements and expand access to regional and global markets.
Scope of Application
The two market research documents focus on:
- Cambodian agricultural products for export to the European Union and Asian markets.
- Cambodia and access to global markets through free trade agreements.
The Single Digital Platform is intended for use by traders, exporters, and other economic operators seeking to understand and utilise preferential market access under Cambodia’s free trade agreements. It encompasses information and systems relevant to all FTAs to which Cambodia is a signatory.
Key Provisions or Decisions
The announcement comprised two main components:
- Launch of market information research documents
- The first document, on Cambodian agricultural products for export to EU and Asian markets, provides information on market requirements, consumer preferences, sanitary and phytosanitary measures, non-tariff barriers, product uses, major competitors, and potential opportunities.
- Crops and agricultural products covered include fresh mango, mangosteen, chili, cassava, Pailin longan, palm sugar, banana, pepper, jackfruit, and processed fruits.
- The second document, on Cambodia and access to global markets through free trade agreements, is intended to provide up-to-date information on how Cambodia can make use of its FTAs to open markets worldwide.
- Announcement of the Single Digital Platform
- The Ministry announced the development of a Single Digital Platform composed of:
- An FTA Portal to provide information on Cambodia’s free trade agreements.
- A self-certification system for certificates of origin to support traders in declaring origin.
- A Rule of Origin International Verification System to facilitate verification of the origin of goods at the international level.
- The platform is designed to assist businesses in maximising the benefits from all FTAs to which Cambodia is a signatory.
