Cambodia Civil Service Labor Policy: Teacher Transfer Exams for Phnom Penh Public Schools

Background

The Ministry of Civil Service administers internal competitive transfer examinations to allocate civil-servant teachers into public education vacancies across administrative jurisdictions.

The current transfer round covers 831 vacancies in Phnom Penh public schools: 38 kindergarten, 502 primary, 27 lower-secondary and 264 upper-secondary positions.

Eligibility for this transfer round requires candidates to be currently teaching with at least five years of service since appointment; applicants may only apply for positions at the same education level at which they are currently teaching, and school-management permission is not required to submit an application.

Key Developments

  • Application portal and temporary list: Online applications and provisional-name checks are available via https://go.gov.kh/era/mcstransfer2026.
  • Application deadline: Online submissions close on 10 October 2026 at 17:00.
  • Provisional-name checking window: Candidates may review temporary name lists from 6–11 October 2026 until 17:00 each day.
  • Examination date and location: The competitive exam is scheduled for 14 October 2026 at the Provincial/Administrative School exam centre.
  • Results timetable: The Ministry plans to publish results on 18 October 2026.

Institutional Role

The competition is organized by the Ministry of Civil Service’s examination committee, which issues conditions, schedules and instructions for internal transfers of civil-service educators. Official candidate support channels include listed telephone numbers (working hours) and the Ministry’s Telegram and Facebook dissemination channels for announcements.

Operational Implications

Candidates who pass the transfer exam will be assigned to the advertised vacancies and are not permitted to immediately change workplace thereafter; a subsequent change of workplace is treated as relinquishment of the cadre position under the Ministry’s stated rules.
