Background
As chair of the 23rd ASEAN Committee on Civil Service Matters (ACCSM) and the 8th ACCSM+3, Cambodia presented outcomes and secured adoption of four regional governance instruments on public service on 5 August 2026 in Siem Reap. The approved documents comprise the ACCSM and ACCSM+3 Work Plans 2026–2030, an ASEAN Statement on Promoting Innovation for Better Public Service Delivery, the Terms of Reference of the ACCSM, and the Rules of Procedure for the ACCSM+3 Senior Officials’ Meeting.
The ACCSM develops regional work plans and governing documents to coordinate member-state public service reform, capacity-building, and institutional cooperation across ASEAN. Public Service Training Institutes (PSTI) and ASEAN Resource Centres (ARC) serve as institutional platforms for civil-service training, research, and cross-border knowledge transfer among ASEAN countries; Cambodia’s National School of Public Administration will chair the PSTI network for the 2027–2028 term.
Scope of Application
The adopted work plans, statement, Terms of Reference and Rules of Procedure apply as regional coordination instruments for ACCSM member states and the ACCSM+3 dialogue partners (China, Japan and the Republic of Korea). These documents are intended to guide collaborative activities among ASEAN civil-service bodies, PSTI networks, and ASEAN Resource Centres rather than function as national laws.

The meeting formally approved four documents: (1) the ACCSM and ACCSM+3 Work Plans 2026–2030, which set multiyear priorities for ASEAN public service cooperation; (2) the ASEAN Statement on Promoting Innovation for Better Public Service Delivery, which prioritises innovation-driven approaches to service improvement; (3) the Terms of Reference of the ACCSM, which clarify the committee’s operating remit and coordination mechanisms; and (4) the Rules of Procedure of ACCSM+3 SOM, which establish procedural arrangements for senior-officials meetings with ASEAN dialogue partners. Delegates also recognised the PSTI and ARC networks as core platforms for training, research, knowledge sharing and transfer of innovations across member states.
