Cambodia Civil Service Governance: Ministry Trains Officers on Citizen Perception Surveys and CAPI

Background

The Ministry of Civil Service organised a two-day training (12–13 May 2026) to prepare technical officers for direct field implementation of citizen perception surveys on routine administrative services. The session combined methodological instruction on interviews and the operational use of Computer-Assisted Personal Interviewing (CAPI) on tablets with guidance on professional conduct and ethics for survey teams.

The Ministry of Civil Service is leading an operational monitoring programme to conduct citizen perception surveys on the effectiveness and quality of public administrative services. The ministry trained 105 officials and prepared 80 technical staff for direct field deployment using Computer-Assisted Personal Interviewing (CAPI) on tablets for surveys covering twelve routine administrative services.

Institutional Role

The ministry is acting as the lead coordinating agency for the survey project and will deploy teams to eight capital-provinces for on-the-ground data collection. The exercise is designed to create a baseline and set key performance indicators (KPIs) to support a phased monitoring, evaluation and improvement framework for public administration service delivery.

Operational Implications

The training included practical instructions on interview techniques and survey instruments targeting twelve services such as data correction requests, issuance and renewal of national ID and travel documents, driving license examinations, vehicle registration and ownership transfer, and certification/copies of civil documents. Use of CAPI on tablets standardises data capture and reduces transcription errors compared with paper-based interviews, enabling faster compilation of citizen feedback for monitoring purposes.

Key Developments

The capacity-building workshop took place at the National School of Administration’s hall and was chaired by Undersecretary Hah Bunthan, with a total of 105 participants attending as trainers and trainees. The ministry stated the survey has three main objectives: collect user data from citizens who use national and subnational administrative services; establish a baseline and KPIs for first-phase monitoring and evaluation; and use survey results to inform capacity building and service quality improvements.
