At a reform forum held on 29 April 2026, Sok Sangvar, Secretary of State at the Ministry of Civil Service, presented information on the implementation of standard operating procedures for competitive civil service recruitment examinations, monitoring, inspection, and evaluation.

The ministry reported that 53 competitive recruitment examinations had been conducted without examination paper leaks. It stated that the process had been supported by strict implementation of SOPs, close observation, and transparent monitoring and evaluation mechanisms.

Institutional Role

The examination organizing committee allowed mixed observation across all stages of the recruitment process. Observers included representatives of the Anti-Corruption Unit, university representatives, and members of the public who registered voluntarily.

The ministry described the SOPs as procedures designed to support merit, transparency, fairness, inclusiveness, and efficiency in civil service recruitment. These stated objectives connect the examination process to Cambodia’s administrative reform agenda and to the governance of entry into public service.

Operational Implications

Candidates were given the right to request a review of their answer sheets after marking had been completed. According to the ministry, only 56 cases requested such reviews, and the candidates who verified their results with the monitoring, inspection, and evaluation committee accepted the examination results without further protest.

The ministry also stated that public feedback, candidate responses, and comments from parents and guardians expressed support for the new competitive examination mechanism. The process was described as easier, more time-efficient, and able to provide repeated equal opportunities for young people seeking full civil service status.
