Cambodia Civil Service Reform: Public Recruitment Transparency and Administrative Governance

Background

Public recruitment is a core administrative governance function because it determines how state institutions select personnel for permanent public service roles. Cambodia’s civil servant recruitment system uses competitive examinations to allocate public-sector positions across ministries and state institutions. A transparent examination process can reduce discretionary hiring and create a documented basis for selection decisions.

The Ministry of Civil Service is the government institution responsible for civil service management and public administration reform in Cambodia. Recruitment reform is linked to the government’s wider administrative reform agenda, including merit-based selection, transparency, fairness, and public confidence in state institutions.

Oversight of recruitment examinations can involve institutional observers and public participation mechanisms. In Cambodia, the Anti-Corruption Unit has been identified by the ministry as an observer in recruitment examination processes intended to strengthen trust in the integrity of results.

Key Developments

The Ministry of Civil Service said the Royal School of Administration, in cooperation with the General Secretariat of the Public Administrative Reform Committee, organized the second reform forum in Phnom Penh on improving the civil servant recruitment system.

The forum was held under the chairmanship of Yok Bunna, Secretary of State of the Ministry of Civil Service, representing Deputy Prime Minister Hun Many. Participants included representatives of ministries, public institutions, civil society organizations, and members of the public.

According to the ministry, the reform discussion emphasized meritocracy, transparency, and fairness. The ministry also referred to the recruitment principles summarized as “passing with pride, failing with acceptance” and “select correctly, assign properly, retain effectively.”

Institutional Role

The ministry reported that, from 2024 to early 2026, it organized 53 recruitment examinations for 10 institutions. The total number of applicants for those examinations was approximately 290,000.

The ministry also stated that recruitment examinations were continuing for four additional institutions or recruitment streams: the Ministry of Foreign Affairs and International Cooperation, the Ministry of Justice, the State Secretariat for Border Affairs, and contract-based teacher recruitment for the Ministry of Education, Youth and Sport.

Operational Implications

The forum had three stated purposes: to provide comprehensive information to the public, to share progress on recruitment reform, and to collect comments and input from different groups. These functions indicate that recruitment reform is being treated as both an internal civil service management issue and a public accountability issue.

For ministries and public institutions, standardized recruitment examinations create a common operational process for filling civil service positions. For applicants, a competitive and observed recruitment system provides clearer procedural expectations for entry into public service.
