Background

On 27 May 2026 the Ministry of Agriculture, Forestry and Fisheries hosted a meeting between an undersecretary of state and Qiu Wenxu, deputy executive director of the Hainan Provincial Social Science Institute, to discuss follow-up steps from a late-April 2026 visit to Haikou that produced a draft Cambodia–China agricultural cooperation MoU. The Cambodian delegation asked the Chinese side to develop project proposals and to encourage increased Chinese investor participation in agricultural processing, transport infrastructure, cold storage, dry warehouses, and port facilities to support export logistics.

Officials reported that the draft MoU titled “Cambodia–China agricultural sector cooperation” was prepared during a ministerial visit to Hainan at the end of April 2026 and is expected to be signed at a later date. During the 27 May meeting, the Cambodian undersecretary invited the Hainan institute to convert the MoU into concrete cooperative projects and to promote Chinese investor engagement in processing and logistics investments in Cambodia.
