Cambodia Road Regulation: Council of Ministers Reviews Draft Amendment to Law on Roads and Policy Monitoring Reports

Background

Amendments to the Law on Roads are processed through executive review before submission to the National Assembly. The Law on Roads establishes the legal framework for planning, construction, maintenance, and administrative responsibilities for Cambodia’s public road network.

On 22 May 2026 the Plenary Meeting of the Council of Ministers, chaired by the Prime Minister, considered and approved three draft documents: the progress report on implementation of the reform package presented at the 19th Government‑Private Sector Forum (second semester 2025), the monitoring and evaluation report on the Pentagonal Strategy — Phase 1 for 2025, and the draft law amending the Law on Roads. The Inspection Authority participated in the plenary session representing its role in oversight and review of implementation reports submitted to the Cabinet.

Scope of Application

The draft amendment under review pertains to the national legal framework governing public roads and related administrative procedures. The scope covers statutes and implementing arrangements that define responsibilities for road planning, construction, and maintenance under Cambodian law.

Key Provisions or Decisions

  • The Council examined and approved a draft progress report on implementation of the sharp package of reform measures from the 19th Government‑Private Sector Forum (second semester 2025).
  • The Cabinet approved a draft monitoring and evaluation report on implementation of the Pentagonal Strategy — Phase 1 for 2025.
  • The Council approved submission of a draft law amending the Law on Roads for the next stages of the legislative process.

Implications for Investors, Businesses, or Compliance

Changes to the Law on Roads modify the statutory baseline that governs permitting, construction standards, and maintenance responsibilities for road projects. Businesses involved in infrastructure construction, logistics, and transport operations should monitor the text of the amendment for any changes to licensing, compliance obligations, or administrative procedures that will affect project timelines and contractual requirements.
