Cambodia Immigration Regulation: Prakas 12644 on Registration of Children of Foreign Immigrants

Background

Prakas No. 12644 establishes the official forms and administrative procedures for recording children born to foreign immigrants into the Ministry of Interior’s dependency registry. The regulation sets out an application process for recognition of individuals aged 18 or older who appear in a parent’s dependency table as a child of a foreign immigrant.

The General Department of Immigration (GDI) communicates national immigration rules and coordinates implementation through provincial foreigner-management offices and local police administrative posts. On 1 October 2026, GDI representatives and provincial officials convened in Peam Ro district, Prey Veng province, to publicize Prakas No. 12644 to local foreign-resident communities and relevant local authorities.

Scope of Application

Prakas No. 12644 applies to children born to persons classified as foreign immigrants under Ministry of Interior records and to persons aged 18 and older who are listed in a parent’s dependency table as children of foreign immigrants. The rule governs administrative inclusion in the Ministry’s dependency registry and the procedural route for seeking formal recognition under that registry.

Key Provisions or Decisions

The prakas defines the required administrative forms and the sequential procedures for registering newborns of foreign immigrants into the dependency table maintained by the Ministry of Interior. It also specifies a formal application mechanism for individuals aged 18 or older to be recognised as children of foreign immigrants when their name appears in a parent’s dependency table.

Implications for Investors, Businesses, or Compliance

Local foreigner-management offices and commune-level police posts are the primary administrative channels for conveying and receiving applications under Prakas No. 12644. Foreign-resident families who seek registry inclusion or recognition will need to follow the procedural steps and submit any documentation required by provincial immigration offices; businesses and service providers that assist with immigration paperwork should align their processes with the forms and procedures specified by the prakas.
