Background
Administrative complaint systems provide a formal channel for citizens and officials to request review of alleged misconduct, service failures, or disputes involving public institutions. In Cambodia, the Ministry of Interior’s internal oversight process can cover complaints involving citizens, civil servants, subordinate units, and the performance of official duties.
The General Inspectorate of the Ministry of Interior reviews complaint files and clarification reports before seeking procedural direction from ministry leadership. Complaint-resolution data are a governance indicator because they show case volume, processing capacity, and the use of administrative discipline within public institutions.
Key Developments
During the first quarter of 2026, the General Inspectorate of the Ministry of Interior received 419 complaints, including 23 duplicate complaints and 10 complaints without an identified source. The total number of complaints increased by 184 cases, or 78 percent, compared with the first quarter of 2025.
The complaints included disputes between citizens, complaints involving citizens and civil servants, complaints between civil servants, complaints against units under the Ministry of Interior, and complaints related to the performance of official duties. Including unresolved complaints carried forward, the Inspectorate had 610 complaint files under its responsibility.
Institutional Role
The Inspectorate received 149 clarification reports from relevant units to support complaint handling. It prepared requests for ministry leadership guidance on 295 complaints and 129 clarification reports before proceeding with further case management.
After receiving approval in principle from Ministry of Interior leadership, the Inspectorate conducted inspection and investigation work on 25 complaints. It also followed up on the implementation of ministry notices at five locations, covering 16 notices.
Operational Implications
The Inspectorate reported that it resolved 62 percent of total complaints during the first three months of 2026, a 10 percent increase compared with the first quarter of 2025. It stated that 232 complaints remained under continued procedural review.
The reported disciplinary outcomes included removal from position, rank reduction, dismissal from the civil-service framework, written warnings, and formal guidance. Two officials were dismissed from the framework, including one official from the General Department of Immigration and one official from the General Department of Logistics and Finance.
