Background
Civil registration is the administrative system used to record vital events such as births and deaths in official government records. In Cambodia, civil registration supports legal identity management, public administration, and the production of official records used by citizens when accessing state services.
Electronic civil registration allows local administrations to record vital events through a digital system rather than relying only on paper-based processes. Interoperability between civil registration and health data systems can improve the timeliness of birth and death notifications and support more complete population records. Cambodia’s National Strategic Plan on Identification 2017–2026 provides a policy framework for strengthening identification and registration systems in phases.
Key Developments
On 1 April 2026, the General Department of Identification, in cooperation with the Phnom Penh Capital Administration, launched the Civil Registration System (CRS) at 15 sangkat administrations under Por Senchey District and Chbar Ampov District in Phnom Penh.
According to the official announcement, the rollout follows Prakas No. 3068 dated 25 March 2026 of the Ministry of Interior on civil registration work through an electronic system. The launch was conducted with authorization from Deputy Prime Minister and Minister of Interior Sar Sokha.
The event was co-chaired by Lieutenant General Heng Chamroeun, Deputy Director General representing General Director Top Neth of the General Department of Identification, and Chhay Virak, Deputy Governor of Phnom Penh representing Governor Khuong Sreng. Officials from the General Department of Identification and the Phnom Penh administration attended, along with representatives of Vita Strategies, Plan International Cambodia, UNHCR, UNFPA, and CDPP.
The General Department of Identification stated that the electronic system is intended to improve the civil registration process and increase registration rates. The CRS also interoperates with the digital health data system identified as NCOD at health facilities for notification of live births and deaths, with the aim of enabling more timely registration.
The authorities said the launch in Por Senchey and Chbar Ampov is aligned with strategic objectives 1 and 2 of the National Strategic Plan on Identification (Phase 1) 2017–2026. The implementation is also intended to assess the CRS system’s strengths and areas for improvement before wider deployment across all sangkats in Phnom Penh in the third quarter of 2026.
Implications
The launch expands digital administrative capacity for civil status registration at the subnational level in Phnom Penh. For residents, a functioning electronic registration system may affect how births and deaths are reported and processed through sangkat administrations and linked health facilities.
For public administration, the pilot provides an operational basis for evaluating electronic registration procedures before broader citywide implementation. The linkage between civil registration and health notification systems indicates a governance approach that combines local administration and service-delivery data to improve record completeness and timeliness.
