Background
As the national agency coordinating investment facilitation and related service delivery, the Council for the Development of Cambodia (CDC) manages systems that process public-service fees for investors and other applicants. The Council for the Development of Cambodia (CDC) published Guideline No. 1707/26 CDC on 25 September 2026 to introduce a standardized CDC Digital Invoice for public-service fee transactions.
The CDC Digital Invoice is generated through CDC service systems integrated with the CDC One Stop Service Payment (cdcOSP) and carries a QR code linked to the national domain cdc.gov.kh for payment verification and tracking. The digital invoice mechanism is designed to record public-service revenue transactions in digital form, provide payment confirmation receipts with legal effect, and enable data sharing with relevant ministries, state institutions, and private-sector actors.
Scope of Application
Guideline No. 1707/26 CDC applies to the CDC General Secretariat, the Cambodian Development Cooperation Board, the Cambodian Investment Board (including headquarters and Special Economic Zone administrations), and CDC service delivery officers and finance personnel responsible for processing applicant fees. The rollout targets both system-generated invoices from integrated CDC service platforms and invoices issued directly at CDC service centres.
Key Provisions or Decisions
Key elements established by the guideline and by CDC operational planning include:
- Formal introduction of a unified CDC Digital Invoice format to replace or complement paper receipts for public-service fee transactions.
- Integration requirement with the CDC One Stop Service Payment (cdcOSP) platform and generation of a QR code linked to cdc.gov.kh for each invoice.
- Supported payment channels listed in CDC documentation include KHQR, mobile banking applications, and international card payment networks such as VISA and Mastercard.
- Defined functional outputs: Payment Order Invoice (awaiting payment); Payment Confirmation Receipt (paid); Public Service Status Tracking Dashboard; Public Service Revenue Transaction Record; and a Payment Verification Receipt treated with the same legal force as an original paper receipt.
- Planned full implementation date set for 26 October 2026 following internal piloting and staff orientation.
Implications for Investors, Businesses, or Compliance
Adoption of the CDC Digital Invoice centralizes public-service revenue records and is intended to improve transparency in fee collection and reconciliation across CDC-managed services. Businesses and applicants will receive digitally verifiable payment documents that can be used to confirm fee settlement and to track application status through CDC platforms. The digital format also enables CDC to compile standardized financial reports and share transaction data with other ministries and stakeholders, which may affect how businesses maintain records for internal accounting and for interactions with CDC-managed services.
