Cambodia Investment Policy: CDC Forum Highlights Investor Aftercare and Facilitation

Background

Investment facilitation in Cambodia is organized through a policy framework that links project approval, investor services, inter-ministerial coordination, and post-approval support. The Council for the Development of Cambodia is the central government body responsible for coordinating investment promotion and facilitation under Cambodia’s investment framework. A single-window mechanism is designed to reduce fragmented administrative procedures by allowing investors to access coordinated public services through a centralized channel.

Investor aftercare is a governance function that supports existing investment projects after approval by helping investors obtain information, coordinate with authorities, and address operational constraints. Cambodia’s investment policy agenda uses aftercare services to retain existing investors, encourage project expansion, and strengthen confidence in the business environment. Digital systems such as the Cambodia Investment Project Management system and the National Single Window are part of Cambodia’s effort to improve transparency, efficiency, and accountability in investment-related public service delivery.

The Cambodia Investment Forum 2026 was organized during a period of global economic uncertainty and was framed around proactive aftercare and strategic partnership. For Cambodia, forums that bring government institutions, chambers of commerce, associations, and investors into the same policy discussion can function as feedback channels for improving investment facilitation and identifying operational barriers faced by the private sector.

Key Developments

On May 7, 2026, H.E. Sun Chanthol, Deputy Prime Minister and First Vice-Chairman of the Council for the Development of Cambodia, presided over the opening ceremony of the Cambodia Investment Forum 2026 in Phnom Penh. The forum was held under the theme “Beyond Investment: Strengthening Resilience through Proactive Aftercare and Strategic Partnership.”

The CDC stated that the forum was organized for its inaugural year under the guidance and approval of Prime Minister Hun Manet, who is also Chairman of the CDC. The stated purpose was to disseminate updates on reforms and investment facilitation measures, especially to investors already operating in Cambodia.

Participants included the Minister of Industry, Science, Technology and Innovation; the Minister of Labour and Vocational Training; leaders from relevant ministries and institutions; the Cambodia Chamber of Commerce; the Oknha Association of Cambodia; international chambers of commerce in Cambodia; private sector investors; and media representatives.

Institutional Role

The CDC described ongoing work to strengthen the quality, efficiency, transparency, and accountability of public service delivery through the single-window mechanism. The institution also referred to the use of the Cambodia Investment Project Management system, known as cdcIPM, and the National Single Window to bring public services closer to investors.

The CDC also highlighted the establishment of a Business Co-Creation working group and plans to arrange physical infrastructure at the CDC headquarters to support investment services, information access, and coordination. These measures were presented as part of the government’s broader effort to improve support services and investment aftercare.

Operational Implications

For existing investors, the forum indicated that Cambodia is emphasizing post-approval support alongside investment attraction. The CDC’s focus on aftercare, digital project management, and centralized service access is relevant for companies seeking to expand projects, raise operational issues, or coordinate with government institutions.

The Deputy Prime Minister also referred to Cambodia’s Law on Countering Cyber-Fraud, promulgated on April 6, 2026, as part of the government’s effort to address online crimes and support a safer environment for investment and tourism. The reference connected investor confidence with broader governance measures affecting business security and trust.

The CDC said comments, challenges, and recommendations raised during the forum would serve as input for the government’s continuing work to improve Cambodia’s investment climate and support long-term strategic partnerships.
