Cambodia Asset Declaration Regulation: ACU Reports Progress in Two-Year Disclosure Cycle

Background

Cambodia requires designated public officials to declare assets and liabilities under the country’s anti-corruption framework. Asset and debt declaration is a formal compliance mechanism used to support transparency, official accountability, and recordkeeping within public administration.

The Anti-Corruption Unit manages the collection of declaration documents and monitors submission progress across ministries, institutions, and subnational administrations. In Cambodia, periodic declaration cycles create a standardized process for tracking compliance by obligated persons and for documenting institutional completion rates.

The reporting update relates to the 2026 two-year declaration cycle. The disclosure process covers officials who are legally required to submit declaration forms within the prescribed period set by the Anti-Corruption Unit.

Scope of Application

The update concerns the biennial asset and debt declaration regime administered by the Anti-Corruption Unit. It applies to obligated persons required to submit declaration documents and covers compliance progress by ministries, institutions, and provinces.

According to the Anti-Corruption Unit, the total number of persons required to declare in this cycle is 19,887. Submission forms are available through the ACU website at www.acu.gov.kh, by QR code, or in person from the unit.

Key Provisions or Decisions

On 15 January 2026, the Anti-Corruption Unit said Koh Kong province had completed asset and debt declarations at 100% on the previous day. As of 11:00 a.m. on 15 January 2026, Stung Treng province, Tboung Khmum province, and the Ministry of Rural Development had also reached 100% completion.

The update stated that, by that point, five ministries or institutions and eight provinces had completed the declaration process. The Department of Asset and Debt Declaration had received documents from 131 additional declarants, bringing overall progress to 67.60% of the 19,887 total required declarations.

The unit also said its declaration team would continue receiving documents seven days a week until 31 January 2026, including Saturdays, Sundays, and public holidays.

Implications for Investors, Businesses, or Compliance

The update indicates continued implementation of Cambodia’s official asset disclosure regime for public officials. For compliance observers, governance analysts, and institutions working with public administration, the reported completion rates provide a measurable indicator of progress in the current declaration cycle.

The announcement also confirms the submission window and document access channels, which are relevant for obligated officials and administrative bodies responsible for completing filings within the stated deadline.
