Background
The Accounting and Auditing Regulator (ACAR) within the Non‑Bank Financial Services Authority oversees implementation of accounting and auditing rules for non‑bank entities and related professionals. The Sub‑Decree establishes administrative penalties and procedural measures for violations of the Law on Accounting and Auditing that apply to enterprises, non‑profit organizations, accountants, and auditors.
The Prakas complements the Sub‑Decree by setting out filing responsibilities and audit conditions for annual financial statements filed with ACAR. The Prakas defines obligations to file annual financial statements and the conditions under which annual statements must be submitted for independent audit.

The Sub‑Decree and Prakas apply to enterprises, non‑profit organisations, accountants, and auditors that are subject to the Law on Accounting and Auditing and to reporting obligations administered by ACAR. ACAR is the administrative authority responsible for receiving annual financial statements and overseeing compliance with the filing and audit obligations specified by the Prakas.
