Background
The Ministry of Economy and Finance is preparing a detailed action plan for the Asset Management Principle 2025–2035 as part of internal stewardship of state property. The preparation process is intended to set out multi-year steps for organizing and managing state-owned assets at the ministry level.
Guidelines on a monitoring and evaluation framework for possession and utilization of state assets are being developed for internal use by the Ministry of Economy and Finance. A dissemination meeting for those preparatory documents was held with participation from the Accounting and Auditing Regulator (ACAR) and senior MEF officials.
Scope of Application
The action plan and monitoring-and-evaluation guidelines are scoped for internal application within the Ministry of Economy and Finance and its subordinate institutions and units. The documents target the systems and procedures relating to the possession and utilization of state assets under MEF oversight.
Key Provisions or Decisions
The meeting focused on the preparation of two instruments: a detailed action plan aligned to the Asset Management Principle 2025–2035 and accompanying guidelines for monitoring and evaluation of state-asset possession and use within MEF. H.E. Ek Chantha, Secretary General of the MEF General Secretariat, chaired the session. The event proceeded with permission from H.E. Bou Tharin, Director General of ACAR, and included participation by Mr. Yem Chhaiya, Deputy Head of the Accounting and Finance Office, and representatives of MEF leadership and units.
Implications for Investors, Businesses, or Compliance
The materials under preparation are intended to govern internal MEF asset-management practices and do not, on their face, establish external investor obligations. Primary compliance relevance will lie with MEF departments and subordinate entities responsible for recording, monitoring, and reporting on state assets.
