Background
The Accounting and Auditing Regulator operates under the Non-Bank Financial Services Authority and administers accounting and auditing standards, training, and compliance programmes for non-bank financial entities.
The Cambodia Accounting and Auditing Sector Development Strategy 2025–2035 defines six strategic pillars, including the development of financial technology in accounting and auditing; the Digital Financial Reporting Platform initiative derives from that sixth pillar.
Institutional Role
On 22 May 2026, the Accounting and Auditing Regulator organised a training session on the Digital Financial Reporting Platform for small and medium-sized enterprises (SMEs) and non-profit entities, held under the presidency of H.E. Bou Tharin, Director General of the Regulator. Management and technical staff of the Regulator attended to present the platform and related capacity-building activities.
Key Developments
The Regulator emphasised several intended benefits of the Digital Financial Reporting Platform for SMEs and non-profit entities. These benefits were described as:
- Streamlining preparation and reducing costs for financial statements and notes through a common digital format and standardised data aligned with accounting standards.
- Reducing errors and improving compliance through automated compliance checks embedded in the digital reporting process.
- Improving the quality of financial statements by aligning reporting with the International Financial Reporting Standards (IFRS) Taxonomy and recognised accounting cycles.
- Enhancing financial decision-making and investment analysis through improved availability of financial benchmarking data.
Compliance Implications
The Regulator stated that the Accounting Compliance Promotion Project is being implemented to advance the objectives of the 2025–2035 strategy by strengthening practical implementation capacity among financial managers, accountants, accounting firms, enterprises, and non-profit organisations. The project includes training modules that invite participation from newly graduated bachelor-degree holders as part of broader capacity-building efforts.
