Cambodia Regulation: MEF Draft Sub‑Decree on Specialized Professional Positions for Accounting and Auditing

Background

The Ministry of Economy and Finance establishes administrative and human resources frameworks for finance-sector units and their subordinate entities. The Accounting and Auditing Regulator (ACAR) is the MEF unit responsible for overseeing accounting and auditing professional roles within Cambodia’s public financial management framework.

On 20 May 2026, ACAR Deputy Director General Chea Chantha, representing ACAR leadership, participated in a review at the MEF of a draft Sub‑Decree titled “The Definition and Description of Specialized Professional Positions of the MEF, and Experience Sharing on Functional and Structural Analysis.” In Cambodia, sub‑decrees are secondary-level regulatory instruments used to implement and operationalize ministry-level administrative arrangements. A sub‑decree can set formal definitions, job descriptions, and organizational structures for public sector positions at the ministry level.

Scope of Application

The draft Sub‑Decree under review is described as addressing specialized professional positions within the Ministry of Economy and Finance and its subordinate and supervised units, including roles related to accounting and auditing. Meeting participants included ACAR technical officials and representatives of MEF subordinate and supervised units, indicating the instrument is intended for internal MEF application rather than for private-sector regulation.

Key Provisions or Decisions

The draft Sub‑Decree’s stated focus is the definition and description of specialized professional positions and the sharing of experience on functional and structural analysis. The review meeting at MEF brought together ACAR leadership and technical staff to discuss the draft’s structure, language, and applicability across MEF units. The session was presided over by Secretary General Ek Chantha and attended by senior MEF representatives.

Implications for Investors, Businesses, or Compliance

If adopted, the Sub‑Decree would create a formal, ministry-level framework for classifying specialized finance-sector positions within MEF entities. Standardized position definitions and descriptions can influence qualification requirements for public accountants and auditors who interact with government units and may shape internal HR, recruitment, and training practices in MEF-supervised bodies.
