Background
On 17 March 2026, the Accounting and Auditing Regulator of the Non-Bank Financial Services Authority, in cooperation with the Kampuchea Institute of Certified Public Accountants and Auditors and Build Bright University (BBU) Preah Sihanouk Campus, organized a dissemination workshop on the Law on Accounting and Auditing and related regulations. The event was held under the high presidency of H.E. Bou Tharin, Director General of the Accounting and Auditing Regulator, accompanied by senior management and officials from the regulator and representatives of the Kampuchea Institute of Certified Public Accountants and Auditors.
The director of BBU Preah Sihanouk Campus, lecturers, teachers, and approximately 200 students attended the workshop, which was targeted at those studying accounting and related disciplines.
Scope of Application
The workshop was aimed at lecturers and students of Build Bright University Preah Sihanouk Campus who are involved in or preparing for professional work in accounting and auditing. The content focused on legal and technical standards applicable to accounting and auditing practice in Cambodia and on the national framework governing the accounting and auditing profession.

The dissemination workshop focused on four main topics:
- The Law on Accounting and Auditing and related regulatory provisions.
- An overview of accounting standards in Cambodia.
- The accounting and auditing profession in Cambodia.
- The Cambodian Certified Professional Accountant training program.
On this occasion, the Director General of the Accounting and Auditing Regulator also provided key reference documents to the university campus library, including:
- The 2025–2035 Development Strategy for the Accounting and Auditing Sector.
- The Accounting and Auditing Code.
- The chart of accounts content for enterprises.
- The 2024 annual bulletin of the Accounting and Auditing Regulator.
These documents were formally handed over for safekeeping in the BBU Preah Sihanouk Campus library for use by students and lecturers as study and reference materials.
