Background

The Trust Regulator is the authority that oversees, regulates and develops the trust sector in Cambodia.

A Cybersecurity Maturity Assessment evaluates the presence and effectiveness of organizational cyber controls across defined maturity levels. The Asian Development Bank provided Technical Assistance to support a cybersecurity maturity assessment of the non-bank financial sector, with activities conducted at the office of the Non-Bank Financial Services Authority.

On 1 October 2026, officials from the Trust Regulator met with representatives and experts from the Asian Development Bank to collect inputs for the Cybersecurity Maturity Assessment in the non-bank financial sector. The Trust Regulator delegation was led by Mr. Nong Sereyvuth, Acting Director of Research, Training and Cooperation, and included Mr. Heng Samoul, Deputy Director, and Mr. Ches Chandet, Head of the IT Management Division, following authorization and nominations from Director General H.E. Sok Dara.

Institutional Role

The meeting brought together Trust Regulator technical staff and ADB specialists to coordinate the diagnostic phase of the TA-driven assessment. The Non-Bank Financial Services Authority served as the local host for the assessment activity, aligning the exercise with sector-specific oversight arrangements.
