Background
The Trust Regulator serves as the project implementing unit for ACSEP-PIU1 under the Ministry of Economy and Finance and led outreach activities in 2026 to support implementation of the project’s lending modalities. The Trust Regulator is the project implementing unit of the Agricultural Value Chain Competitiveness and Safety Enhancement Project (ACSEP-PIU1) under the Ministry of Economy and Finance.
ACSEP supports concessional lending aimed at agricultural value-chain actors and includes defined application formats and procedures for sub-borrowers. ACSEP provides concessional, project-supported loans to agricultural cooperatives, agribusiness enterprises, and commercial farmers to facilitate business expansion and production chain development.
Key Developments
From 20–21 August 2026, the Trust Regulator organized workshops in Mondul Kiri and Ratanak Kiri provinces to disseminate ACSEP credit policy, application formats, and loan procedures. The events were presided over by Mr. Lim Leth, Acting Director of the General Affairs Department of the Trust Regulator and Deputy Head of Accounting and Finance for ACSEP-PIU1.
Participants included representatives of agricultural cooperatives, agribusiness enterprises, commercial farmers, ACSEP-PIU1 officers and consultants, provincial agriculture offices (PDAFF) from both provinces, and two participating financial institutions: the Agriculture and Rural Development Bank (ARDB) and Sathapana Bank.
Institutional Role
The ACSEP-PIU1 project team within the Trust Regulator is responsible for communicating project credit terms and application procedures to potential sub-borrowers and local stakeholders. Participating Financial Institutions named in the outreach were ARDB and Sathapana Bank, which acted as the project’s partner PFIs for on-the-ground lending engagement.
Operational Implications
Workshop materials covered credit eligibility, application templates, and procedural steps for loan proposals under ACSEP, providing a procedural reference for cooperatives, agribusinesses, and commercial farmers seeking project-backed finance. The outreach aimed to increase awareness of available concessional lending and to clarify documentation and submission requirements for applicants in both provinces.
